To achieve our goal of performing one million free surgeries by 2030, SEF has identified like-minded partner organizations who have goals similar to ours to work towards eradicating curable blindness in India. We intend to reach out to areas where SEF currently does not have a presence.
SEF, USA partnering with Akhand Jyoti Eye Hospital to bring 300 Bed Hospital to Bihar.
As we continue to explore the various means of increasing free surgery capacity in rural India, SEF USA and AJEH are planning the construction of a 300 bed Center of Excellence to be located in the immediate vicinity of the existing hospital at Mastichak. Fundraising campaigns are already underway to raise the necessary capital for this project.
This is an especially exciting development as the project has the potential to double the free eye surgery capacity at the Mastichak location and AJEH will further establish itself as the pre-eminent eye hospital in Bihar, providing high quality free cataract surgeries and other eye care services in one of the neediest parts of India. The project will offer eye care services under world class protocols in a post COVID-19 scenario.
The project is expected to be completed by mid-2022 and will ramp up to its full capacity (for free surgeries) by 2023-24, at which time the Mastichak location will have a capacity of over 80,000 free surgeries. The project is expected to become operational self-sustaining by 2027-28 by forecasting a 70:30 ratio of free: paid surgeries.
Akhand Jyoti Eye Hospital (AJEH) has been based in Bihar since 2005. It is the largest eye hospital in eastern India and among the top five in India providing free eye care services. AJEH is headquartered in Mastichak, a rural area about 50 Kms from Patna. Because of the magnitude of the preventable blindness in Bihar, AJEH is prioritizing bilateral cases of blindness (i.e. blindness in both eyes).
Number of Outreach Camps (2019-20): 4,595
Mr. Tiwary started AJEH with a strong belief that innovatively delivered eye-health can alleviate poverty, improve gender parity and enhance social capital in the low-income states of India. He also works actively to provide equal opportunities to girls from rural Bihar by running a unique ‘Football To Eyeball’ talent creation initiative at the eye hospital which aims to tackle child marriage and gender inequality by providing an alternative to girls.
With sustained support from the SEF, USA over the last 3 years, they are on the path of overcoming some of their past challenges, and have improved the depth of their leadership team in key functional areas such as operations, finance, HR and marketing. We are optimistic that SSLN will live up to its full potential for free eye surgeries based on the current trends and a more energized leadership team.

Dr. Agrawal completed her MBBS from Medical College, Jabalpur in 1985 and Post-Graduate Degree (MS) in Ophthalmology from S.S. Medical College, Rewa in 1990.
SEF, USA has been engaged with MGMEI since early 2018, when we agreed to provide the capital funding for the construction of two state of the art modular operating theaters OT1 and OT2 at a cost of INR 2.95 Crores. This was part of a larger 5 OT construction project at MGMEI. We mutually agreed that the two OTs funded by SEF USA would be exclusively for the purpose of conducting free cataract surgeries. Further, we agreed that in return the funding assistance, MGMEI will allocate a total of 20,000 free surgeries to the SEF, USA over a period of 4-5 years. These OTs became operational in February 2019. We have thus far been allocated about 6,400 free cataract surgeries, as of end-March 2020. As MGMEI strengthens its outreach model and its leadership team, we expect the rate of annual free cataract surgeries to increase. As stated earlier, MGMEI is an operationally self-sustaining institute that ensures that its mix of free: paid surgeries enables this financial model, thereby obviating the dependency on external funding for its operations. MGMEI prides itself on providing high quality of service to all its patients, which in turn is enabled by a strong medical team, and modern equipment and infrastructure. This is reflected in their consistently excellent post-surgery visual acuity outcomes.
Going forward, MGMEI plans to ramp up the volume of its free surgery services, nearly doubling the annual volume of free cataract surgeries by 2025, as they mature in the execution of their outreach model to ensure greater number camp with a larger area coverage and better camp productivity. This will be achieved while maintaining its medical quality and emphasis on financial self-sustenance.

Sri Sai Lions Netralaya (SSLN) based in Patna, Bihar has grown from its humble beginning as a 10-bed facility to its current size of 150 beds.
In the near term, SSLN has its sights set on increasing its paid surgery services by plans for adding an additional 30 beds towards this purpose, along with a better segregation between the free and paid sections of its hospital and a proactive sales and marketing team to attract paying patients. Once operational, SSLN will have the annual capacity for 30,000 free and 10,000 paid surgeries, which should lead to a financially self-sustaining operating model without a need for external infusion of funds.
In the mid/long term, SSLN has an ambitious target of providing 50,000 free surgeries annually by consolidating its operations into larger and more modern premises and doing so with a proportionate growth in its paid services practice, thereby setting it on a path of continued operational self-sustenance.
Number of Outreach Camps (2019-20): 278 (Main Camps)
Mr. Ashok Kumar is the founder and managing trustee of SSLN, having started the hospital in December, 2004. He is an engineer by profession and is employed by the Public Works Department in Patna. Having been elected as District Governor of the Lions Clubs International, in the year 2001, he realized that Bihar was lacking in charitable institutions providing cataract surgeries and eye care to the poverty-stricken population in the Patna area. This prompted him to start a 10-bed hospital which has grown to its present size, with an appetite for even more growth.
SEF, USA has been steadily increasing its association with SSLN since 2017, having funded 5,000 surgeries in 2017, 11,000 surgeries in 2018 and 15,000 surgeries in 2019 for a cumulative total of 31,000 free cataract surgeries over 3 years through March 2020. Many of our board members have visited their facilities in Patna and met SSLN’s leadership team as well as their board members.

Born in a low-income family, Dr. Shiva had to overcome many challenges to get into the medical profession. Being imbibed by the good education, he decided to pay back to the society after enjoying free education for 7 years. After completion of post-graduation, he decided to stay back to serve the needy and poor people of western Odisha. He is one of the high volume cataract surgeons in India who has the ability to operate more than 200 cataract surgeries per day and has restored sight to around hundred thousand cataract blind people of Odisha.
SEF, USA has been engaged with Trilochan Netralaya since 2018 when we provided funding of about INR 1 Crore to help the institution overcome some immediate financial liabilities, thereby enabling it to continue its operations and provide services to the needy populations in its service area. In return for this funding assistance, we have received about 4,700 free cataract surgeries through March 2020. Their short-term (5 year) growth plans include the setting up of a new state of the art tertiary eye care center in Sambalpur and a well-equipped secondary eye care center at Bhawanipatna, Kalahandi. Additionally VIF would like to start a chain of IT enabled vision centers (5 vision centers by 2025) in western Odisha so that people from rural areas can get treatment for minor ailments closer to their villages.

Netaji Eye Hospital (NEH) traces is roots to 1938 when NetajiSubhash Chandra Bose, during the ongoing freedom struggle, implored his comrade and fellow freedom fighter Annada Prasad Chakraborty (the pre-Sannyas name of Swami AsimanandaSaraswati) to address the problem of blindness amongst the destitute population of Purulia district in West Bengal. From early camp based treatment in 1953 to a 10 bed eye hospital in 1954 to its current 100 bed facility located in Ramchandrapur village, Dist. Purulia West Bengal, Netaji Eye Hospital has a rich history of providing quality eye care and surgeries in the Purulia district and neighboring areas of West Bengal, Jharkhand and Bihar under the aegis of Sri SriBijoykrishna Ashram Relief Society.
Mr. Chakraborty started his career as ASM, M/s. JogamayaPharmeceuticals, Orissa for M/s. S.B.Pharmaceuticals, New Delhi and then joined East & West Private Limited, Kolkata in the middle management cadre, and rose to the rank of Regional Director (Technical & Market Development Services) for Dow Corning Corporation, USA.
In 1995, he joined the Health Care sector and started working with Aravind Eye Care, Madurai to develop the Eye Care Projects of Eastern India (A project of Allied Dunber - Sight Savers International – Lions Aravind Institute of Community Ophthalmology).
Mr. Chakraborty worked as Administrator for Netaji Eye Hospitals, West Bengal till 2000 and then joined as CEO & Administrator of M.P.Birla Group for their Eye Hospitals, Eye Bank at Kolkata. He is currently associated with Sri SriBijoykrishna Ashram Relief Society as the Executive Committee Member and also General Secretary CUM CEO for all the hospitals & wings throughout India- Netaji Eye Hospitals.
NEH is a new partner hospital for SEF USA,boarded during 2019-20 with an initial pilot funding tranche of INR 40 Lakhs (USD 57,000) that was used by the NEH for purchasing 2 new buses for transporting camp patients to the hospital for free surgeries. NEH is in the process of allocating 2,000 surgeries to SEF, USA against this infusion of funds.

Kalyanam Karoti, Mathura (KKM) is a charitable organization focused on improving the quality of life for the disabled and marginalized community in India through affordable and accessible treatment, education, surgery, and rehabilitation.
KKM started its charitable eye hospital "Shree JeeBaba ChikitsaaSansthan" in 1996. Apart from eye hospital KKM has many other operations, including orthopedic& prosthetics center and a school for pupils with learning disabilities and hearing impaired.
KKM’s focus has been on providing free eye surgeries to the indigent with a 90:10 ratio of free: paid cataract surgeries, rather than financial self-sustenance for its operations. However, there has been a growing realization of their inability to rely on external donations and therefore they are moving to a more balanced approach. KKM has a fixed outreach camp model with 20+ monthly camps organized at pre-determined locations.
Mr. Sharma associated with charity from a young age when studying in the Karnal, Haryana. His journey in the social sector began when conducing a camp at KalyanamKaroti in Lucknow where he met its general secretary, Late Mr. Vimal Sharma. He remains active in his charitable endeavors, actively leading KalyanamKaroti Mathura, and other charitable institutions in the area.
Dr. Agarwal is one of the main surgeons conducting SICS procedures. He is a prolific surgeon with a record of over a million surgeries with particularly good results and has been instrumental in building an excellent reputation for the institution in the Mathura area and its service area vicinity.
KKM is a new partner hospital for SEF USA,on-board during 2019-20 with an initial funding tranche for 1,000 surgeries, followed by 2 additional disbursements, totaling to a funding for 6,000 free surgeries. Of these about 5,000 free cataract surgeries have been allocated to SEF, USA during FY 2019-20. We realized that KKM has a database of patients in need of surgeries, but were unable to provide services due to lack of funding, rather than a lack of capacity or manpower constraints.
KKM has more potential for growth in providing eye care services, without any major capital funding requirements. Having grown from 400 to 1,500 paid surgeries over a 3-year period.
KKM plans to continue developing their paid surgery practice that will put them on a path of financial self-sustained operations over a 5-year time frame. KKM plans to bridge this period with a more concerted effort towards expanding their donor base to help with ongoing operating expenses.
